You are assessing quotations coming up from the supply chain and building your own going out to the Client, and the reply clock runs on both. The assessment that gets done properly is the one somebody had the hours for; the rest get a competent skim.

Assessing what comes up
Subcontractor quotations arrive in batches and the two-week reply period runs regardless. A quotation that is not properly assessed inside the period is a quotation you may be treated as having accepted — at its full value, including its errors.
Clause 60 gives you a structured first pass on every one: the build-up re-summed, rates tested against the Contract Data, the cost basis checked against the Option actually in use, double-counts flagged, and the delay tested against the programme rather than taken on trust. Enough to decide within the day whether to accept, instruct a revision or assess it yourself.
Building what goes up
Your own events go to the Client's Project Manager, who will apply the same scrutiny you apply downwards. A quotation that does not reconcile, or that claims delay the Accepted Programme does not support, invites a reduced assessment.
Run yours through first. It is the same review, applied to your own pack, and it finds the same things — including the money that gets left behind: prelims on an event that moves the Completion Date, a fee percentage missed, risk that was never allowed for.
What changes across a commercial team
- Consistency stops depending on who was free. The same structured treatment on every event, whether it is the third this week or the thirtieth, and whoever picks it up.
- The reply clock becomes manageable. A first pass in minutes rather than the better part of a day means the period is spent on judgement and negotiation, not on reading and re-adding.
- The working is already there. Every finding is cited to the document and page it came from and labelled fact or inference. When a position is challenged eighteen months later, you are not reconstructing it from memory.
- Deemed acceptance stops being a governance risk. Missing a reply period is not a failure of competence, it is a failure of capacity — and it is the one failure that hands the other side the full value of their quotation. How that works →
- It works across a portfolio. The same standard on every scheme is useful on one project and considerably more useful across several.
It does not make the call
Clause 60 is assistive. It produces the first pass; your quantity surveyor checks it, decides and signs it. It is side-neutral by design — the same pack produces the same analysis whoever runs it, which is exactly what makes an assessment built on it hard to dismiss later. An analysis built to reach a particular conclusion is worth very little in front of an adjudicator.
